邮资总付不能算是免资呀!除印有免资字样的免资封外,邮政(电)公事封可列入免资行列.

寄信人不需要付费，收信人是要到结算时总付邮资的。

真正的免资是邮局付出劳务而不收费，收件总付是收信方付款，两者的差别就在这里。
